    Default Modification Plate for lift

So driving around the northern beaches today I've been witness to heaps of jeeps and other vehicles lifted to the max. Wondering what this modification plate is all about. Can you only get a modification plate for legal 2 inch lifts or can you jack your vehicle right up then get a modification plate?
Any help with this would be greatly appreciated.
Thanks Steve for helping me with the Air filter problem.

You can a get the mod plate for any lift, IF you can find an Engineer to sign off on it.
