We have camped there before (the club has) with no problems, I've also spoken to them on the phone and don't foresee any issues. We did have another spot we usually go but couldn't get it for the long weekend.

Not sure re the 11pm setup, maybe give them a call on (02) 6355 2186, be good to get a spot staked out before we get there Apparently plenty of camping along the river.
